Barangay Electricians Issue Answered By Former Chairman of the Board of Electrical Engineering

Please be inform the City Engineering Office all over the Philippines regarding this issue.

Answered by Former Chairman of the Board of Electrical Engineering Engr. Rodolfo Penaloza in 1999 thru Electrical Engineer Magazine November-December Issue.

It had been observed by Registered Master Electricians that Electric Cooperatives in the country tapped the services of Barangay
Electricians to conduct housewiring installation even they are not
licensed Master Electrician which is clear violations of Republic Act.7920 which mandates on licensed are allowed to do such work.
In
this regards, may we seek your intercession to inform the National
Electrification Administration to disband/disallowed Barangay
Electricians to perform such work and used the services of Registered
Master Electricians.

The Answer.

Barangay
electricians are not allowed to prepare layout, drawings and signs it,
even if he is certified by TESDA formerly known as NMYC. TESDA
certification is only for s level determination and not qualifies in
place of a PRC license as RME.

I hope that the City Engineers
nationwide would give attention to these isues as the City Engineer’s
office is the clearing house and the authorized agency of government to
implement the basic rule of R.A. 7920.

If
something happens to the project caused by the unlicensed practitioners,
the cooperative that will be held liable. If a licensed professional is
working on this project, both he , as an REE/RME, and the cooperative
will be held liable.
Again REE/RME bear in mind that the first one to go is you because the board can run after you because of your license.
For the unlicensed Electrical Practitioner, the PRC or the Board can only be a witness to that said.

THAT
IS THE REASON WHY WE REGULATE THE ELECTRICAL ENGINEERING PRACTICE. THAT
IS WHY YOU NEED TO TAKE A LICENSED TO PRACTICE ELECTRICAL ENGINEERING

But remember , you cannot isolate anybody in this kind of job.
Barangay
Electricians are supposed to be nonexistent. The Barangay Electricians
Law was created by President Ferdinand Marcos because there were no
Electricians in the Barangay Electricians at that time. When the R.A. 7920 was approved, the Barangay Electricians Law was nullified.

UNFORTUNATELY,
BARANGAY ELECTRICIANS ARE BEING ACCREDITED FOR THE JOB BECAUSE OF THE
ELECTRIC COOPERATIVE’S PRESENCE IN THE AREA.

IF THE BARANGAY ELECTRICIANS WERE GIVEN BY THE COOPERATIVE A PROJECT, IT WILL BE THE RESPONSIBILITY OF THE COOPERATIVE

NOW LET US DISCUSS WHY DO PRACTICING ELECTRICIANS NEEDS A LICENSE ?

Electricians
need a license because they have to be registered. THAT IS THE WAY OF
REGULATION; THAT IS THE FORM OF REGULATING THE PRACTICE.

If we do not have regulation on electrical engineering practitioners then everyone can do the wiring.
How can we monitor or follow-up or check such electrical works if we do not have regulation?
That is a system and we need order in the system.
